·3 years agoeBay lies in that error message. The restrictions are imposed by eBay due to its computers thinking there is some import/export restriction on the item between the countries involved. The seller has nothing to do with it and putting you on his/her exemption list doesn't override this.
You might try using the full website and going to the eBay website for the country the item is in (links to the various eBay country sites are at the bottom right of the ebay.com homepage you get to by typing "ebay.com" in your browser's address bar or clicking the eBay logo at top right of an ebay.com webpage) and trying to buy there.
