You are registered as being located in the U.K. but have posted on the U.S. based ebay site's community (ebay.com). If you tried to create your listing while logged into this site, that could be the reason for the restriction. Try logging into ( www.ebay.co.uk ) and try to create the listing on it. If you still cannot post a listing go to That site's community and post about it on the Member to Member board there.
