My 7 year old bid on 3 cards with my iPad while my wife and I were in the hospital with our other son for 3 weeks . He of course won the bids but didn’t know how to pay at the end for them. eBay is saying I can’t bet on items now . How can I get that restriction lifted ?

You cannot have the restriction lifted.
You are responsible for all activity on your Ebay account.
How did your 7 year old get your Ebay password?
To avoid future situations, change your password immediately and do not share it. Also make sure you are signed out of Ebay when not using the site.
