Make sure the message does not contain anything that might look like contact information: phone number, email address, shipping address or a link. Those can be blocked by eBay.
Try another browser or another link. Go to the user's feedback or profile page and use the contact link there. If prompted for an item number, use a current item number or else choose "not about an item". Using an expired listing number can result in an error, particularly if the user is messaging about an older transaction.
