Reshipping payment
A buyer provided an old address and did not have a forwarding address.
The item was shipped, then returned to me.
I would like to ship to new address buyer provided to me via eBay messenger.
1. How do I charge/receive another shipping payment.
2. Will eBay protect me although I am sending it to a different address?

The best way to handle this is to refund the Buyer minus any original shipping and then relist. They can buy it again once they correct their address on eBay.
If you ship to a different address that the Buyer sent you in eBay messaging, you might not be protected against the Buyer opening an Item Not Received case. The Buyer needs to use the correct address at checkout.
