resale exemption
First your customer service is atrocious. No contact number. The ai bot sucks and wont connect you to a human.
Second I have been trying to submit a resale tax exemption file for a week now and ebay says the upload fails every time. How else can i get this accepted so that i can fulfill my purchases i have agreed to made without being charged tax. This is getting ridiculous.

Have you tried submitting the form using a different browser? If not, try that. If it still doesn't work, the use the contact link at the bottom-right of the help page and ask for a callback from an agent.
Note that once you are approved, your future purchases will be tax exempt - not purchases you've already made. So if you purchased an item you haven't paid for yet, you need to go ahead and make payment. Note also that unless everything you buy on the account is tax-exempt, you would need to open a new account for your tax exempt purchases and submit the form for that account.
