Request for Moderator Assistance – BBE Restriction and INR Cases
Summary: ha_975906 is seeking guidance from the eBay Community regarding a restriction placed on their seller account, ManjiPerformance, due to the Bad Buying Experience (BBE) policy linked to their Item Not Received (INR) performance. They request a manual review of three specific cases affecting this metric, citing delivery delays and a returned order due to unpaid customs charges. After being initially informed by eBay Customer Service that their account was in good standing, ha_975906 encountered restrictions and seeks advice on escalating the matter for a proper review. disneyshopper and comics-scifi-collectibles offer insights about refund policies and potential issues with opening new accounts and international selling locations.
Hello eBay Community,
I’m looking for some guidance and assistance regarding a recent restriction placed on my seller account, ManjiPerformance.
My selling privileges were recently restricted under eBay’s Bad Buying Experience (BBE) policy, and my listings were ended. The issue appears to be connected primarily to my Item Not Received (INR) performance.
I understand that seller performance metrics are important, and I take the concerns regarding my INR rate seriously. However, I would really appreciate a manual review of the circumstances behind the transactions that contributed to the metric.
There were three INR cases involved:
Two orders were ultimately delivered, but experienced delivery delays.
One order was returned because the buyer did not pay the required customs/import charges.
I believe these individual circumstances are important when evaluating the overall situation. I am not trying to disregard eBay’s policies or seller performance standards. I am simply asking that the specific circumstances surrounding these transactions be considered rather than having the account evaluated solely from the overall metric.
There is also an important part of the timeline that I would appreciate clarification on.
After receiving the initial BBE communication, I contacted eBay Customer Service to understand the situation. At that time, the representative reviewed my account and advised me that my account remained in good standing and that no restriction had been applied. I was also provided with guidance regarding my INR performance and how I could improve it.
Shortly afterward, my selling privileges were restricted and my listings were ended.
This has left me confused about the situation and unsure what additional steps I can take to properly address the concerns.
I am fully willing to improve my performance going forward, review my shipping and handling practices, use reliable tracked shipping services, and take any reasonable corrective measures eBay recommends.
I would therefore sincerely appreciate it if an eBay Community moderator or experienced member could review this situation and advise whether the case can be escalated for a manual review by the appropriate team.
If there is a specific appeal route, documentation, or corrective action I should complete, I am more than willing to cooperate.
I’m not asking for the BBE policy to be ignored. I’m asking for the circumstances of the affected transactions and the conflicting information I received from Customer Service to be properly reviewed before a final decision is made.
Thank you to anyone who can provide guidance or help direct this case to the appropriate team.

Did you open a new account? I see that this account was opened today 9/2.
That will not help you with the BBE. eBay does link accounts so you will be caught. You might not be caught until after an item is sold and then you won't be able to receive your payout.
The BBE usually refers to international sellers. Are you actually located in another country even though your profile says you are located in the US? That will cause MANY problems with your selling account.

Mentor1 week agoFor the two INR cases that were filed, did you willingly refund the buyer in full? Were the shipping labels printed using ebay shipping and did the labels receive acceptance scans within your handling time? If so, and the packages were then later Delivered, ebay will reimburse you.
As for the package where the buyer refused to pay the customs fees, did you refund the buyer when the package was delivered back to you?
