If an item arrives but is not as described, then the buyer can file a "not as described" return within thirty days using a link in the Purchase History within thirty days.
If the seller does not provide for tracked return shipping, refund the buyer directly or refund once tracking shows the item has been returned to the seller, after three business days, the buyer can ask eBay to step in and force a refund.
