Reporting Alleged Scammer to OIG; Step Up EBay’s Investigation Team
Hi there,
I am never one to be vocal enough to post on a public forum, but I got scammed by an eBay seller whose allegedly I assume has a store based in Japan, selling Pokemon cards- mainly targeting overseas customers in the States.
Although some may seem as if this hobby is not pertinent, based on their MANY stores, in which I presume are fronts, there are at least several dozens customers spending at times $ hundreds/thousands of USD, including myself.
I asked for a refund, but it’s not about me as I can allocate the item from another eBay seller, but this person has several storefront names, but same products, ownership, same locale. They provide tracking codes at least for mine and other reading the feedback, but once it’s tracked it arrives in provincial airport somewhere in Japan? Aka imo, it doesn’t cross to the States or etc…
I caught them (picture below) selling the exact item I should’ve received, but they preemptively contacted eBay customer service and told them I had got it and signed it- as a surgeon, who was in a 10 hours operation, and that’s false.
I am not vested or upset for myself because, they could allegedly have irreparable morality flaws. I gave eBay irrefutable proof and correlated screenshots, but since they weren’t proactive, costing customers thousands of dollars- I had no choice to hand over all the countless evidence to a 3-Letter Division of the Government. Karma is real, and hopefully they will pay back what’s owed, and earn a respectable, EMPLOYED life

I'm sorry that happened.
Did the order have a tracking number that shows delivered (but it wasn't delivered to you?) if so:
1) First, call the post office/shipper to see if the tracking number label contained your name and your address.
a) If your name and correct address were on the label, ask USPS to review the GPS on the delivery, retrieve the item from the wrong house, and deliver it to you.
b) If your name and address weren't on that label, ask the Post Office/shipper if they will put this in writing (it's helpful, but not required), but. Also, ask for the weight of the package using that tracking number. Follow the rest of the steps starting with 2 below:
FOR UPS:
You can usually find the weight and other details for UPS here:
https://www.ups.com/track?loc=en_US&requester=ST/
then click " Proof of Delivery"
The proof of delivery may have more details about the delivery site, and the weight. Screenshot that.
FOR FEDEX
You can usually find the weight and other details for FedEx here:
https://www.fedex.com/en-us/tracking.html
Then click 'View More Details' to see the package weight. Screenshot that.
2) Then, report the seller using this process
https://www.ebay.com/help/action?topicid=4022
Important, select "Suspicious seller activity"
then "Other"
Explain that the seller is using fake USPS tracking numbers
Include these phrases
Don't write a novel, it's initially being read by a computer, that's why I want you to use those 3 specific phrases in the message.
3) Finally, contact Customer Service and inform them that the seller uploaded a "false tracking number" on your purchase. Share any documentation you gathered (including the 3 steps below, if you choose to do them). Request a refund.
Use the Customer Service that is on social media this way:
Just sent a private message to the page. Explain you have a fake or false tracking number situation.
Let me know how this goes, I've been burned a few times myself (including on Amazon), but I have been able to get a refund following this process.
There are additional steps to take if the above isn't effective, just come back and update me.

If you want to pursue additional reporting you can do this, too:
1) File a written police report with your police department. They won't investigate, but you want a copy of the report.
2) Filing an Internet Crime IC3.gov case https://www.ic3.gov/Home/ComplaintChoice
3) If US Mail tracking was involved, file a Postal inspector mail fraud https://www.uspis.gov/report
Include this documentation (items 1-3 above) when you contact eBay Customer Service by social media as described above
