Reporting a buyer that won a bid twice but never paid

Question

A buyer bid and won an item but never paid. We cancelled the order for non payment and relisted the item. The same buyer bid and won the next week. Once again they never paid.

Have tried to report this buyer but can't find a spot where we can really explain what is going on.

Any suggestions?

Put ANY buyer who doesn't pay (or who retracts a bid unless you added to the description after s/he bid or who rebid after the retraction and the original bid looks like a typo for a valid bid amount at the time) on your Blocked Bidder/Buyer List.

There is nothing to report except that s/he didn't pay and you do that by waiting the 4 calendar days eBay gives him/her to pay and then cancel for non-payment. There is no rule against a non-paying winner bidding on the relisting unless s/he uses a different account to get around having been blocked.

If the buyer has not paid by day 4, on day 5 the seller can file a Cancellation with the reason Buyer didn't pay. The seller gets his/her FVF credited, the buyer gets an unpaid strike recorded on his account, no one can leave feedback. Two or more unpaid strikes, and the buyer will find it difficult to bid/buy from sellers who block buyers with 2 or more unpaid strikes. Do you have your Buyer Blocks in place?

List as fixed price with Immediate Payment Required (you will need to switch to the advanced/business tool for that option, which is located in the upper right corner of the Quick Listing Tool), no Best Offers, and your listing will stay active until someone actually pays for the item.
