eBay will take seriously returns of counterfeit items by buyers, or formal take-down requests from verified rights owners.
Reports of suspicious items from random users that are not buyers or rights-owners will likely not be particularly effective if determining whether an item is counterfeit requires either specific expertise which eBay does not have, or close examination of the actual item in person, which eBay cannot do in most cases, or both.
