If you purchased an item from the seller and you did not receive it or it is not as described, etc. you can use the Ebay Money Back Guarantee. That "reports" the seller to Ebay.
This person contacted me by email and is using an email in the name of eBay to carry out scams. The pages that they did me the favor of sharing cannot be sent. I have screenshots to show the evidence and the scammer has the username (holzwm10).

Also, if you find one of their listings to be in violation, you can use the Report button on the listing page.

You must have seen something on some other website.
