Repeat buyer with an non existing address and trying to ask for account information, non-payment

one individual keeps bidding on our items and non-pay with a non-existing address, is there a number anybody has to talk directly to somebody at eBay to make complaints and band or block this person from our selling site it appears they are bidding wars on our items from this person and another person he wins it but doesn't pay

You don't need to speak with eBay. Just add the user to your blocked buyer list here:

Also, scroll down that page and turn on the option to auto-block buyers with 2 or more strikes within 12 months.

If this buyer is winning items and not paying, I hope you are cancelling the transactions on day 5 so that they earn unpaid item strikes on their account. That is what stops the behavior (and may end their buying ability entirely).
