Removing buyer restrictions by the seller
A buyer without feedback wants to buy more than one tablet but cannot make or receive offers. And cannot use Buy It Now. I have removed all restrictions so they don’t have to wait 10 days. But they cannot make a purchase. I cannot get someone on the phone at EBay.

It may not be any seller restriction you have turned on that is restricting the buyer. eBay will place limits on some buyers. If eBay put the limit on then there is no way for you to change it. The buyer will have to wait to make additional purchases.
