Sellers are allowed to Cancel a transaction for non payment AFTER 96 hours from the purchase has happened and no payment has arrived. You can then Cancel the transaction using the reason that the Buyer did not Pay. Once that is done, you are free to list the item again, but NOT before.
Also make sure you have your Buyer Requirements set to the strictest possible on unpaid strikes, which is 2 in the past 12 months.
Once your order is cancelled, just go back to the item. It will show up in your "unsold listings", there will be an option to re-list it and if there are no changes to the listing details you just have to post it.
