Rejection of bids/offers and Buy It Now
There are couple items I've made offers on over the past few months. My initial offer was declined or counter offered. Then when I try to make another offer, I get an automated notice "Sorry, the seller is not accepting bids or offers from you at this time. This may occur for various reasons. For example, the seller might have a limit for the amount of items that can be purchased within a given time." or when I try Buy It Now, "The seller isn't accepting bids or offers from you." Both times, I messaged the seller but got not reply. Why is this happening?

The seller has blocked you, unfortunately.
Some sellers are very offended by low offers and just block the person.
I'm sorry that happened.
