Hello everyone -
I've never had anything like this happen before, so I'd like some advice, pls -
Details Pertaining to Issue:
-Item shipped - 4/23
-USPS attempted delivery on 4/27 but indicated there was not a secure space to leave the package, so they left notice to make arrangements to have it redelivered or to retrieve it at local Post Office.
-Second notice was left on 5/1.
-On 5/8 the post office began Return to Sender process.
-Pkg was received back at my home on 5/15 while I was on vacation.
-On 5/25 I returned home from vacation and also rec'd a notice from eBay indicating the Buyer had opened a claim earlier that day stating they never rec'd the item.
-On 5/26 my vacation mail and packages were delivered and the returned package was present
So, that is the background info, and, keep in mind, other than the INR claim, I have not heard a peep from the Buyer.
So, my issue is this - when I went to send the Buyer a refund, (I'm not going to offer to resend the pkg due to the "unsecure location" note made by the postal service,) the INR form would not allow me to adjust the total to deduct my shipping costs - the only refund option on that page is the entire amount...which I don't understand, as I've seen several threads on similar topics and everyone advises that deducting shipping is acceptable.
So, my question is - where do I send the refund from, and if I send it using the method on the Order Details page and use the "Message to Buyer" area to explain what the refund is for, etc, will that be acceptable to eBay?
Also, is it true that Buyers void their Money Back Guarantee when they do not respond to delivery notices left by the postal service, and that eBay does not actually force Sellers to refund Buyers in these types of situations, as the Seller fulfilled their end of the Buyer/Seller agreement?? I mean, I don't have a problem with giving him a refund, but I feel like there should be a nominal cost assigned to his negligence, something like a 15% restocking fee, as all of the expenses I incurred in the fulfillment of his order will not be recouped when the item is resold. Does anyone know if this is a permissible practice, as, again, I don't want to do anything that eBay would frown upon? (Or, am I just being petty bc I'm upset that he wasted my time and energy, and I need to get over it? 🙄)

With an INR open, I don’t think you will be able to issue a refund through your sold orders ‘send refund’ - your only option is to issue the full refund through the INR. You want to get this done before the 3 business day window expires - if the buyer has to ask eBay to step in, you’ll get an unresolved case defect and your fees won’t be refunded.
Restocking fees are not allowed.
Not providing the correct delivery address voids the money back guarantee. I have never seen anything about responding to delivery notices. It is not listed as a exception in the MBG policy.

You could try asking customer service, but since you’re really only out of pocket for the shipping cost, I would be inclined to refund and move on.
