Mentor3 years agoThat is usually not a good thing to do - why did you refuse it?
Refusing a delivery voids your money back guarantee protection, unless the item arrived postage due. If not postage due, the seller owes you a refund for the item only, not the shipping.
You can open a not received claim, but it will probably be closed in the seller's favor. A good seller will then go ahead and refund the price of the item.
After the last expected delivery date, but no more than 30 days after the last expected delivery date, go to your purchase history - select 'I haven't received it' and follow the prompts.
The seller has 3 business days to provide tracking that shows delivery, or a refund. If he doesn't, go to your case and click 'ask us to step in'.

If you don't see 'have us call you' right under the chat link, click chat. Then at the bottom of the chat topics, click more, then click contact an agent.

OP3 years agome and the seller had discussed the issue and i told him that the item was going to be useless to me do to the fact it would cost me more to use it and my computer would not withstand the download to use it. do to it being old i would return to sender and he said he would refund the money right away.

As already stated, you lose your Ebay Money Back Guarantee when you refuse delivery.
You needed to accept the package and then file an Ebay Return Request. Since you did not do that, Ebay has no way to intervene.

Mentor3 years agoHave you tried contacting the seller? If he doesn’t respond, tell him nicely that you will have your credit card do a chargeback so you can get your refund. It is better for him to refund voluntarily.
If needed, call your card issuer and ask them to open a dispute for you. Explain that the seller asked you to refuse the package and is now not providing the agreed upon refund.

OP3 years agoby the tracking number he just recieved the package back yesterday so i should be hearing something back from him
