refuse to accept returns if your listing states NO Returns if the buyer uses international shipping
I listed an item and stated no returns. And no international shipping. The buyer paid for the item but it is an international return buyer. Can I enforce the No Returns stated in the listing?

Your listings have eBay international shipping. It doesn’t matter what you write in your description - you offer international shipping or not by what preferences you select and countries you exclude.
You should ask your buyer to open a return request. The international shipping folks will handle the return. They will refund the buyer, you will not lose the sale or get the item back. They may choose to resell the item - if they do, they can use your photos and description.
If your buyer used a freight forwarder, then you are only responsible for the return shipping from the freight forwarder - they buyer would have to arrange for them to send the item to you.I doubt that the buyer will do this, since it would be quite costly.
If you do not want to sell through the eBay international shipping program, you need to opt out. Go to your shipping preferences to do this.
You cannot block international buyers who use a freight forwarder, since their shipping address is in the US.
