refusal to pay for an item when they initiated the "offer" and then wanted to back out

Question

had item listed for $9.50 that would end soon, buyer sent a "offer" of 10.00 that I accepted - sent invoice and sure ebay did as well - later on in day must have been seller's husband send message - she has purchased too many of that item so would i cancel their offer?  I replied no as THEY were the ones that initiated the offer and price and time to accept it!       I want to get them banned from doing ANY ordering on ebay sales, how do i do that?

You can wait 4 days and cancel on day 5 for non payment. Then the buyer gets a strike and can't leave feedback.
