Refunds for items not arriving within estimated time frame
Anyone know if I am responsible for reimbursing the seller for a refund if they contact me and prove the item was eventually received.... but it was 2 months after being ordered.

Morally and ethically you would repay the seller. Legally is a different thing.
If you were the seller, wouldn't you want to be repaid (or at least have had the buyer offer to repay)? Since your seller contacted you, you already know that he would like you to pay him. Alternatively, you could ask him for a return shipping label so you could send it back in the same condition in which you received it (unused, original packaging, same condition).
