If the buyer chooses the carrier and the package was damaged during transport, is the seller responsible to refund the shipping charges? After using the money to ship in the first place?

The buyer can only choose among the carriers the seller offers; ultimately the seller is responsible for the buyer receiving what the seller described.
If what the buyer receives is not in the condition the seller described, typically the seller refunds the buyer for the full amount of the buyer's payment, including shipping. If the damage occurred during shipping, the seller may be able to pursue an insurance claim against the shipper if the seller purchased insurance and packed the item in accordance with the shipping service's requirements.
