You need to arrange repayment with the buyer if she wants to keep the item.
Send her a message and ask if she would like to return it - you will send a return shipping label - or repay the refund? Not everyone will cooperate, but most people are honest. Use some humor, like ‘your long traveling package…’
If she wants to pay, you can agree on a payment method outside of eBay - you can send a PayPal invoice (you need her email address) or she can send you the $ by zelle or Venmo (she will need your email or cell #), or even a paper check. Or you can set up a listing for her to purchase - call it late package payment and make it a service so there’s no shipping.
If she wants to return it, open an account at pirateship.com and create the label, then print it to a jpeg file. Send her the jpeg in an eBay message.
I’m sorry your buyer is not responding. People are already traveling, so perhaps she is away. I always want to believe that people will do the right thing, but it isn't always true.
Unfortunately, eBay can not force her to repay the refund.
