Refunding a canceled shipping label

I recently had to cancel a shipping label and create a new one at the post office. So it was double charged. How and when is the canceled one refunded?

If the label you cancelled was bought through ebay, if it does not get an acceptance scan within 30 days you will be automatically refunded for it. The same thing will happen if you bought it inline through the USPS site.
