Refunded wrong buyer , Ebay says they can’t help. I must be the first one in EBay’s history
I accidentally refunded the wrong buyer. I contacted eBay and they gave me the run around. It’s amazing how fast they can get your money when it’s in their interest but when a seller needs help retrieving money that was accidentally sent to a wrong buyer they have no clue. eBay can see all the communication yet can’t do anything. The person I sent it to won’t just send me a money order as he’s all worried about taxes.. what a joke this has become. Any suggestions?

He could snail mail you a check. He could send the money to you using a electronic payment method such as Venmo or Paypal. You are allowed to share email contact info after a recent sale. It's not a sale outside of eBay
He was refunded in full then he got the sales tax money back already. If he's worried about his state getting the sales tax money back then this is the work around.....
Go to the sold item and select sell Similar. Change the title to something like Private Listing ( Don't put the members name or user ID though as that should be private)
Then share a link to the listing. Then the buyer purchases the item again. After they pay then just mark it as shipped. You will have a tracking not uploaded ding but one won't hurt you.
There is however no way to force the buyer to pay you back so be sure to be extra apologetic and accommodating.

If you mistakenly refunded the incorrect buyer, there is nothing you can do to correct your mistake.
The buyer is not obligated to return your refund.
