If you answered YES to ALL four of those questions here is the new Seller protection:
eBay launched a new Seller Protection for sellers who print their labels through eBay and get a carrier Acceptance scan within their Handling time. If a Seller loses a Buyer’s claim that they did not receive their item and refunded the Buyer then eBay will reimburse the Seller IF the package is delivered later and tracking confirms the delivery. However, at present we do not know how long it takes for reimbursement.
The Buyer is under no obligation to send the package back if they no longer want the item but are still covered by the eBay Money Back Guarantee for 30 days after a confirmed delivery.
