Refunded item to buyer and not returned to seller
I refunded a camera lens to buyer and sent return shipping label to allow the buyer to ship back to me. E Bay closed the case and are worthless in getting my item returned. They have nothing built into the system for con games like this,

It is not a "con game". Since you mistakenly sent a refund before receiving the returned item, that ended the transaction, so the buyer is not required to return the item or repay you.

Unfortunately, if the refund is sent before the item is returned, the seller must rely on the honesty of the buyer to use that label.
