Refunded Buyer due to late arrival of Gift Car.
Buyer received item ($500 Home Depot Gift Card) by certified mail (signature required) late it was stalled in USPS. In the interim Ebay refunded the buyer. They now received it and will not respond to pay for it or return it at my cost. Requested Ebay review this transaction but not response. How to progress from here??
