Refunded a buyer who now confirms he received order - how do i charge him now & request refund for shipping i paid for from eBay

i sold an item
the buyer contacted me to say that the tracking said it was delivered, but he had not received the item
i contacted usps to inquire about the issue and messaged the buyer to apologize for the confusion & delay
i never heard back from usps on the issue
so in the interest of time i refunded the buyer for the transaction
a few days later, the buyer messaged me to confirm he received the item & he asked to be re-charged
i thanked him for his honesty & communication
but now i'm stuck...
i cannot figure out how to now charge the buyer for the item and get refunded for the fees i had to pay eBay ($5.80)
i cannot figure out how to get help from an eBay agent and the bots keep sending me in circles telling me there's no way i can resolve this
fortunately this whole order was less than $20, but it makes me highly concerned about continuing to sell with eBay given the lack of support in resolving this issue
i have a top seller rating and this is as important to me as my shop performance and profitability of my business are

If you ship on time and refund the buyer when they ask through a INR refund request then you do qualify for Seller Protection if the item finally arrives IF you use an eBay shipping label. See this notice>

If the buyer files an INR case and tracking shows movement then you can ask eBay to give the item more time to arrive.

Filing a missing mail search is helpful many times. If that doesn't work then you file a postal insurance claim.
