I sold an item for a decent price. There were delay from USPS on delivery. After a couple weeks the buyer requested a refund because the item did not move in the tracking. He received his refund last week, I checked this week on the tracking and it says he picked up the item at the post office. I don't have my item and I don't have money that I should have from the sale. I googled this issue for a bit and it said to dispute it by showing proof of delivery but there's nothing in the eBay resolution center. How do I actually get paid? I did my part and shipped it, the item arrive and I have nothing.

There are two options for how to handle this situation.
You may be eligible for seller protection>>
If you ship on time and refund the buyer when they ask through a INR refund request then you do qualify for Seller Protection if the item finally arrives IF you use an eBay shipping label. See this notice>

If the buyer files an INR case and tracking shows movement then you can ask eBay to give the item more time to arrive.

I would contact the buyer and say I see that your X finally arrived, I hope you are enjoying it. I would offer a small discount to encourage them to pay you back since part of your money is better than none.
#1 You will need to ask the buyer for their email address to send them a PayPal invoice
#2 You can share your PayPal email and they can send the money as friends and family or other electronic payment method such as Venmo
#3 They can snail mail you a check
#4 If they no longer want the item and have not opened it they can mark it as refused return to sender.
#5 You can send the buyer a return shipping label in eBay messages as a JPEG. Buy the label on Pirateship dot com. They refund you for the label if it's not used within 30 days. They charge the same commercial base rates as eBay.
You are allowed to share contact information after a recent sale.
