Let me add a couple details that led to this headache trying to get the buyer refund. Once I received the sale, I quickly made up a label and shipped it to the buyer. The envelope arrived to the destination only to find out the buyer had moved with no forwarding address. Then I was contacted by the buyer saying that he updated his address with eBay. I received the return envelope and thought that the shipping lable was updated, I was wrong. I wanted to refund the buyer and relist the chip, but it doesn’t seem possible.

A seller can cancel an order if the buyer used the wrong shipping address when they completed their purchase.
When you cancel the order, a full refund will be issued automatically.

Locate the item, click the down-arrow, select Send refund. Select a reason, select the amount, Send.
