Refund the buyer

My buyer paid for an item. I found a flaw in the item before shipping and alerted the buyer. I then agreed to give her a $2 discount. I have not been able to find how to ask ebay to issue her a discount. Can you guide me?

Giving discounts and coupons are only available if you have a store plan that is Starter or above

In the event you do not have a store plan and your buyer would like a discount on an item, you can offer the discount on a best offer listing once you two agree on a price plus the discount.

In the event you do have a store plan, the instructions to create discounts are below:

Go to the Marketing tab in Seller Hub and select Promotions.
Select Create a promotion, then Coupons.
Set the discounts and conditions of your offer and choose eligible items. You can also choose to set a budget and other usage limits for your offer.
Add an image and a short description for the coupon.
Schedule your offer or select Start Immediately.
Review and select Launch coupon.
