If this is to pay for a buyer's return shipping, when you accept the initiation of a return, eBay will send a prepaid label to the buyer and will take the cost from your account. Or, you can send payment to the buyer so they can use it to purchase a label (which is sometimes what happens when the buyer is overseas and can not use a prepaid return label).
If the buyer pays for return shipping out of their own pocket, prior to receiving a label or shipping refund from you, then the seller is not required to refund the return shipping to the buyer, and there is no way to do so. However, you can work out a reimbursement method outside of eBay (such as PayPal) if you would like do so.
