Refund shipping costs
If the buyer paid for shipping at the time they purchased the item but then decides to pick up the item rather than having it shipped, how do I refund the shipping fees portion of the total amount the buyer paid? A partial refund after they pick up the item?

You can do a partial refund, but you will have NO seller protection if the buyer claims they didn't get the item.
You won't have protection unless you cancel the sale and relist with local pickup and have the buyer purchase again, with local pickup

The best way to manage this is to
1) Communicate with the buyer
2) Cancel the sale for "problem with buyer's address",
3) Relist your item with the correct shipping, and
4) Send the new listing number to the buyer so they can buy it again, they should choose local pickup

That is the only way for the buyer to get the pickup code that you scan to confirm delivery.
