Refund Shipping
I purchased an item and then realized that the seller is local and I am going to pick the item up instead of the seller shipping the item. Does e bay refund the shipping?

You can not change the delivery method after the sale. If you want to pick up the item and the seller is willing to do so, the way to handle it is the seller needs to cancel the sale using problem with buyer's address and relist the item with the correct shipping method for you to repurchase. With local pick up the buyer receives a QR code and a digit code that you need to give to the seller at pick up.
