refund scam
Seller sends a non-working product then offers to forego return of the item if buyer accepts a significantly reduced refund. This is an outright scam. The seller may as well have sent something entirely different (a non-working product is NOT what buyer ordered). The seller is obviously just trying to make a profit based on the difference between its shipping cost and the "retained" refund amount. The non-working product is just something retrieved from a garbage bin.

The eBay Money Back Guarantee over rules the sellers return policy. You have 30 days from the date of delivery to file a not as described return request.
Here's what you need to do:
Open a return with the reason doesn't match description or photos.
Select the return item button on this page:

4 business days after filing the return request if the seller has not provided a return shipping label or a full refund then ask eBay to step in and help: https://www.ebay.com/help/buying/returns-refunds/ask-ebay-to-step-in?id=4701
Let me know if you need to return an item to another country as there are additional steps required. The seller pays return shipping for an item that is not as described no matter where they are located.

Mentor2 years agoWhen you receive an item that is not as described, you should open a return request and choose the appropriate reason that matches why it is not as described (not working)
The seller can offer a partial refund but you are not obligated to accept it.
Stick with the return, the seller should send a return label and will need to refund you in full, including shipping both ways, for a non working product.
Don't accept the partial refund.
