We are Ebay Mentors here, knowledgeable regarding Ebay.
Ebay Customer Service will state exactly what I stated.
This is according to Ebay:
"Reserve price is an optional upgrade for auction-style listings, with a fee that is charged at the time of listing."

The fee for using the Reserve Price optional listing upgrade is assessed at the moment the listing is submitted and is non-refundable.
When you were creating the listing, you were shown what the fee would be for using the Reserve Price option, so you would have agreed to that when you submitted the listing.
