Refund. Requested for combined shipping seller refused

but sent two times in one shipment…I. Asked seller for combined shipping which they denied but in my note to seller you see the request and they shipped both items in one and they refuse to refund second shipment I was charged for and for some reason I can’t find out where eBay can step i and help or get to someone on the line as my phone blocks all unknown calls

I'm not a seller, so I can't speak from personal experience, but I think a better way to do it is to put the items in your cart, then request combined shipping and/with an invoice for the total amount to pay. Of course, the seller could still say no.

Sellers are not required to provide combined shipping discount. eBay wouldn't be able to enforce that request for you.
