You would have been provided with the reason. Go back to your refund request and look at the reason.
If you filed the Refund Request due to Item Not Received, the seller might have provided tracking information that proved delivery.

·3 years agoMaybe because nothing happened during 21 days? (Maybe you didn't know that you had to ask eBay to step in?)
Maybe because the seller was entitled to refuse the return?
