Refund Question for An Item Not Received as Described
Hello All,
Looking for some advice regarding a recent eBay transaction, as it's been a while since I've used the platform and eBay's FAQ is not very clear.
I ordered an item about two weeks ago and received it in the mail today. Upon inspection, I noticed that the package was damaged during shipment. Once opened, the package was missing items and did not match what was described in the listing.
I reached out to the seller, and they advised that I would need to sign an affidavit for an insurance claim, but made no mention of a refund.
My question is: should I, as the buyer, be the one to initiate the refund process, or should I wait for the seller to provide the refund?
Any advice would be greatly appreciated.

As you suggested, I've sent a message to the seller to ask if they'll be issuing a refund. If I have not received a reply within the next 48 hours, I will initiate the refund process.

Happy Sunday.
I went ahead and requested a refund yesterday evening.
The seller reached out this morning and stated that they'll provide me with a full refund. However, they've asked me to rescind my refund request so they can initiate the process from their end and avoid shipment fees.
Does this make sense to you? Is this acceptable to you?
If cancelled would I be able to restart the process if need be?

This seller is trying to mislead you. I am sorry you got a bad seller.
Do not close your return request until you either have your refund in hand or you have the replacement item. Do not close it because the seller promises you something.
After you get your refund you can also report the seller.

If the seller made no mention of a refund you can open a return request on eBay.
You don't have to file with the shipping company, that's the responsibility of the seller. (The seller may need you to cooperate with their insurance claim. and I encourage you to do that).
My advice (since the seller responded earlier) is to contact them again and ask directly when they (the seller) is refunding you. If they aren't cooperative or forthcoming, open a Return Request through eBay. (You only have 30 days from delivery to open the return request, so don't wait overly long on the seller.
When you open a Return Request. The reason could be "Item is defective", "Arrived damaged", "Missing Parts" OR "Doesn't Match photos and description" if the item you got was not what was shown and described.
