Refund question
If a seller makes a refund offer that is too low and I decline it, can I get eBay to step in and mediate a fair refund even if the option is not in the More Actions menu?

If you file a Return Request with a valid reason per Ebay's Money Back Guarantee, and the seller does not cooperate, you can ask Ebay to step in to help you.
