refund postage label when buyer cancels order

Question

Can someone help me please? A buyer cancelled an order after I'd purchased a postage label via eBay and I can't see how to get it refunded. Paypal advise only eBay can do this, but I'm finding it impossible to navigate my way to a human being....

Cancel the label. The refund takes about 3 weeks.

Go to Manage shipping labels.
Find the item you'd like to cancel the shipping label for, then from the Actions column, select Cancel Label.
Choose your reason for canceling the label.
Select Send request.
