Refund Policy Not Followed When Buying as a Guest
I wanted to let everyone know that you should never by anything as a guest as the return policy is for members only. It had been a while since I ordered a product and was in a hurry so I purchase it as a guest but never received it. First seemed like everything was ok and then ebay all of a sudden claimed the allowable timeframe had run out so they denied the refund even though they got the refund request within the stated timeframe. Beware of this and stay on top of ebay when you have a refund request. I still have no product ad ebay / Labwork kept my money.

It is best to use an account, but you can file an "Item Not Received" case for something that never arrived.
You shouldn't file a "Return Request" for something you didn't get whether you have an account or not.

To start a return request or report a problem with an item you bought as a guest, you'll need your order confirmation email. This is the email eBay sent at the time of your purchase with all your order details. The subject line starts with "Order Confirmed".
If you don't have that email, you can request another copy of the order confirmation email on this page:

Once you have the email, you can follow the process on the above page to file an Item Not Received Case
If it is past the 30 days, you can contact PayPal or your credit card company to file a chargeback.
