Refund payback
After I sold an item, it was close to three weeks of not getting the item, the buyer was requesting a refund. After checking with the USPS it was stuck and looked like it was never going to be delivered. So I refunded the buyers money. Now four days later I see that the item has been delivered because I could not open a claim with the USPS. Is there anyway to get my money back from the buyer, any suggestions?

In a case like this, eBay has stated that it is okay to contact your Buyer via eBay Messaging. Let them know you are happy to see they received their package. And then professionally ask them if you could get their email address to send an invoice via PayPal to repay you. As long as you keep all communications through eBay messaging, you should be okay.
If you do not hear back from the Buyer, eBay will not get involved and force them to pay. You might then consider blocking the Buyer from further purchases. But first, give them time to respond. Best of luck.
