refund on item listed as parts/not working

If a buyer purchases an item listed as parts/not working and wants a refund because item doesn't work is seller still obligated to refund?

Yes ... I'm afraid that's been true for about a year now.

There is no way to avoid having to avoid having to refund the buyer if they claim an item is 'not as described' in some way. It's up to you whether you want the item returned ... and thus to pay the return shipping ... before issuing the refund.
