Refund of fees for reserve price listing
The card i posted was pulled down when I realized I was being charged for a reserve price but I was still charged even though I didnt sell the card how do I get a refund

You don't, the Reserve price on an Auction comes with a fee every time the item is listed or relisted regardless of whether it sells or not.
You can certainly try contacting eBay and asking for a courtesy refund but on the Advanced listing tool it clearly states "fees apply" over the typing field for the Reserve price and I assume the other listing tools post that warning as well.
