Refund not enough. I want to report sellers engaging in fraud
Twice I tried to buy a Dell iDrac 7 Enterprise license on eBay for a Dell PowerEdge 620 server that I own. Both times, the seller charged my credit card and then after about ten days, I received an eBay notice that my license had been delivered to my address via USPS. I was home both times and both times, nothing was delivered. Each time, I immediately took the USPS tracking number embedded in the eBay delivery notice to the nearest US Postal Office and the postal worker their looked up the number, In both cases, the USPS tracking number was for another package delivered elsewhere. One was delivered to another residence in my state. The other was delivered to Oregon. The first time, the postal worker informed me that there was a noticeable uptick in fraudulent deliveries using USPS tracking numbers and apparently a blackmarket for buying and selling the tracking numbers. I was able to obtain a complete refund in both cases, but there is no excuse for using a USPS tracking number for another package. That's straight-up fraud with no real chance that it was a mistake. (The fact that I immediately received refunds with no explanation supports this conclusion.) I assume I was refunded to avoid my refund complaint reaching eBay, which would possibly shut these seller accounts down. I think here, where the transaction was clearly fraudulent with no other explanation, eBay should shut down the accounts anyway. Unfortunately, the refund process ends the complaint and I need to find another way to bring this to eBay's attention so that they can review my information and take what they deem to be the appropriate action (which, IMHO, would be to shut the accounts down).
