Refund money to credit card

i ordered an item that says in the ad that has free shipping. When I pay for this order, seller says it's local pickup only. I live in Puerto Rico so local pickup it's not an option for me. I Contacted him about this and he told me to cancel the order or pay shipping charges. I told him to cancel this order and since February 26 I haven't heard from him.

I contacted ebay about this, they contacted the seller and they sent me a message telling me to take action returning the item to get a refund. I cannot send this items because these were not sent to me! All I want is to cancel this order and get my money refunded to my credit card account. What should I do with this situation?

Buyers can only REQUEST to cancel a transaction. It is the seller that needs to file the cancellation. Tell the seller to use the option Problem with buyer's address. ebay will credit the seller with the FVF that was charged. In the future double check that the listing does not show Free Shipping Local Pickup.
