Refund for return shipping
I purchased a video game system from a seller. When I received the item, it was defective. The seller sent a replacement. I sent the defective item back to the seller, as he agreed he would refund me the shipping cost. Weeks gone by, no shipping refund and no contact from the seller. What alternatives do I have other than give him bad feed back? USPS tracking says item was delivered to him and I have tried multiple times to contact him. Am I just out my $29.15?

eBay can not force a seller to reimburse you for return shipping. They could have made him send you a shipping label if you had opened a return request.
You can leave him less than positive feedback with just the facts. If the seller offers to refund the shipping in exchange for changing the feedback, answer carefully so that it can not be seen as extortion. If he does offer, do not change the feedback until he has sent the refund.
