Refund for lost item in mail due to report. Item deliver a month later.
Customer opened an item not received report. Seemed that the post office lost or never scanned the item. Gave customer a refund, since it showed nothing in tracking and report closed. 2 weeks later the item showed as delivered a month later than the expected delivery. Am I still able to file a claim to get my money back, or am I just out the money and the item?

You can't file a claim since the item was delivered, but you can ask your buyer to pay for the item, or to return it.
Message your buyer and ask if they still want the item. If not, offer to send a return label - you'll need to create one outside of eBay. If they do, ask how they would like to pay for it.
You and the buyer can select a method agreeable to you both - venmo, zelle, paypal, a paper check. You could also create a listing called refund repayment for the buyer to purchase.
